In this context it is a term used by advertising agencies to describe the rough advertisement (which may be visual, such as a newspaper / magazine ad, or audio, such as a radio jingle, or audio visual, such as a TV ad) that will be presented to the client for approval.

I bet that it’s a typo. S/he probably meant "creative ideas"
